Back in the good old days, snow wasn't removed from the roads, it was packed down with horse-drawn snow rollers. Good for horse-drawn sleighs. But the bridges couldn't take the extra weight of 5 or 6+ feet of snow packed down onto them, not to mention that the side rails would be buried and nothing would be there to keep you from going over the side. So the bridges were kept clear this way.
the cover was there for you to have a place to run to when you needed to get out of the rain. did that once or twice as a kid.

to preserve the bridge timbers from rain and snow. shingles are less expensive to replace than timbers.
